Payment of Ukraine's term contribution to the American-Ukrainian Reconstruction Fund

On December 23, 2025, the Cabinet of Ministers of Ukraine adopted Resolution No. 1698, which determined the procedure for paying a fixed contribution from the State of Ukraine to the American-Ukrainian Reconstruction Fund.

Ukraine's contribution was formed by reducing funds in state funding programs.

Each state program lost a share of budget funding for the accumulation of the pool.

State budget expenditures are redistributed according to the following budget programs:

- reduction of consumption expenditures on organizational support for Ukraine's participation in international forums, conferences, and exhibitions;

- reduction in consumption expenditures under budget program  "Preservation of the nature reserve fund”;

- reduction in development expenditures under the budget program "Financial Support for Agricultural Producers";

- reduction in development expenditures under the budget program "Providing grants for business creation or development";

- reduction in consumption expenditures under budget program "Implementation of environmental protection measures, in particular to improve the state of the environment";

- reduction in development expenditures under the budget program "Compensation for costs for humanitarian demining of agricultural lands";

- reduction in consumption expenditures under the budget program "Leadership and management in the field of environmental control";

- reduction in consumption expenditures under budget program  "Operation of the state water management complex and water resources management";

- reduction in consumption expenditures under the budget program "Organization of activities of fish breeding complexes and other budget institutions in the field of fisheries";

- reduction in consumption expenditures under budget program "Operation of the state water management and reclamation complex";

- increase in development expenditures under the budget program "Measures to strengthen institutional capacity for the preparation of public investment projects and public-private partnership projects, as well as the implementation of obligations under international agreements".

We hope that such a step by the Cabinet of Ministers of Ukraine is a balanced one in the context of the prolonged unprovoked aggression of the Russian Federation against Ukraine, and that the redistribution of expenditures by making changes to the budget schedule will not significantly affect the projected areas of budget financing.
